UCI founded on 14 April 1900 in Paris by the national cycling federations of Belgium, the United States, France, Italy, and Switzerland. UCI banned recumbent bicycles from competitions and record attempts on 1 April 1934 — a rule motivated by Francis Faure's recumbent setting (then breaking) hour records that exposed how upright-bike specifications were not technologically neutral. The ban defined the modern UCI-regulated bicycle silhouette: upright riding position, traditional double-diamond frame geometry, and a ridable equivalent of the bicycle the founding members of the UCI knew. The 1934 rule remains in force today and is the conceptual ancestor of the UCI's broader bicycle equipment regulations.

UCI introduced a mandatory helmet rule for all UCI-sanctioned road races on 5 May 2003, following the death of Kazakh rider Andrei Kivilev at the 2003 Paris-Nice on 11 March. Kivilev was riding without a helmet when he crashed in stage 2 and died from his injuries the following day. The 2003 Giro d'Italia was the first major race under the new requirement. The rule remains the foundational helmet mandate in UCI competition, with subsequent refinements covering certification standards, helmet weight, and time-trial-specific aero designs.
