FIVB introduced the libero player position internationally in 1998 — a defensive specialist required to wear a contrasting jersey color, prohibited from blocking or attacking the ball when entirely above net height, and (under FIVB rules) prohibited from serving. The libero may replace any back-row player without prior notice to officials and without counting against the team's substitution limit, transforming back-court defense and serve-receive specialization. NCAA adopted the position in 2002.

Most consequential scoring change in modern volleyball: FIVB approved the rally-point scoring system in 1999 (compulsory from 2000), replacing the side-out scoring that had stood since the sport's codification. Every rally now produces a point regardless of which team served, accelerating match length and removing the prior dynamic where only the serving team could score. The change drove broadcast-friendly match-time predictability and remains the foundation of all FIVB scoring today.

Two related service-rule changes adopted by FIVB: serves in which the ball clips the net but still travels into the opponent's court are now legal (eliminating the automatic let-serve fault that had stood since the sport's inception), and the service area was expanded so the server can deliver from anywhere behind the end line within the theoretical extension of the sidelines (rather than from a fixed service zone).
