IBF (subsequently renamed BWF in 2006) experimented with a best-of-five 7-point scoring system starting 2002, driven by concerns about unpredictable and often lengthy match times that hurt the commercial and broadcasting appeal of the sport. The trial period explored aggressive shortening of individual games — far shorter than the long-standing 15-point format and shorter than what would ultimately be adopted in 2006. While the 7-point format was not retained, the 2002 trial directly informed the 2006 final adoption of the 21-point rally-point system that has stood since.

Effective August 2006, the BWF (formerly IBF; rebranded the following month at the Madrid EGM) formally adopted the 3×21 rally-point scoring system: a player or pair scores a point on every rally regardless of who served, games are played to 21 points (with a two-point margin), and matches are best of three games. The change replaced the long-standing 15-point service-only system that had stood since the sport's codification. Adoption followed the 2002 trial-period experiment with shorter games and remains the operative BWF scoring system at every level today.

BWF added a rule to its official rulebook requiring women players to wear dresses or skirts in international competition — a marketing-driven rule developed jointly with sponsor Octagon and stated as being intended 'to ensure attractive presentation' of the sport. The rule generated widespread player and federation pushback (citing both gender-equity concerns and conflicts with cultural / religious dress preferences) and was withdrawn from the rulebook before its scheduled 2012 effective date.
